Tal Rasha's Star Pact is one of the strongest Wizard builds in Patch 2.6.4. It's on par with other Wizard's build like Firebird Star Pact or Delsere's Magnum Opus Frozen Orb in terms of high GR pushing, but it provides an excellent speed farming variation. If you want to have a smooth transition between GRs and farming Bounties or Keystones, this is a build for you.

Tal Rasha's Meteor

General information

The entire build is based on the Tal Rasha's Elements set:

  • Damaging enemies with Arcane, Cold, Fire or Lightning will cause a Meteor of the same damage type to fall from the sky. There is an 8-second cooldown for each damage type (2/6)
  • Arcane, Cold, Fire and Lightning attacks each increase all resistances by 25% for 8 seconds (4/6)
  • Attacks increase total damage done by 2000% for 8 seconds. Arcane, Cold, Fire, and Lightning attacks each add one stack but do not refresh the duration of each other. At four stacks, each different elemental attack will also prolong the duration by 2 seconds, up to 8 seconds (6/6)

Thanks to Season 16 global event, where everyone has Ring of Royal Grandeur buff we are allowed to skip Tal Rasha's Amulet and wear Endless Walk set which provides:

  • While moving, all damage taken is reduced by up to 50% (2 pieces)
  • While standing still, all damage dealt is increased by up to 100% (2 pieces)

While Tal Rasha's gameplay mechanics may seem complex at first, when you get at it, they are nowhere near being hard to master. When using Tal's set you need to use four different elemental attacks to earn a total of 8000% increased damage (2000% for each type of elemental attacks). While at four stacks you need to use different elemental attacks to increase the duration of this buff by 2 seconds. 
Tal Rasha's Meteor is about Teleporting between enemies while using Magic Missile to trigger Fire damage, Ray of Frost as Cold damage source, Arcane Torrent as Lightning damage boost and spend all remaining Arcane Power for huge Damage with Star Pact (Meteor's Arcane Rune) during Arcane Power rotation provided by Convention of Elements. 

In this build, on top of the Tal set, you are using Deathwish, Nilfur's Boast and Etched Sigil for increased Damage of Meteor while channeling Ray of Frost. In the Cube, we are using The Grand Vizier which amplify Meteors damage even further. Main source of Damage is Star Pact, which uses all remaining Arcane Power, so for fast recovery, we need The Shame of Delsere. Additional Defensive boost provides both Halo of Arlyse and Ancient Parthan Defenders.

Arcane Torrent
Arcane Torrent

Hurl a barrage of arcane projectiles that deal 400% damage as Arcane to all enemies near the impact location
Arcane Torrent damage is increased by 305% damage every second, up to a maximum total of 1010% damage as Arcane
Static Discharge
Damage type changes to Lightning. Each missile also releases two piercing sparks of energy on impact, which fly in random direction for up to 20 yards and zap the enemies they pierce through for 150% damage as Lightning. As missiles are streamed at the rate of roughly 4-5 per tick, it will normally result in 8-10 sparks per second

Your main channeled attack. It is used to grant the Lightning damage type stack, and call forth Meteors thanks to Etched Sigil source equipped
Teleport Teleport
Teleport through the ether to the selected location up to 50 yards away
Safe Passage
For 5 seconds after casting Teleport, the Wizard will take 25% less damage from all sources

Main mobility skill and defensive skill
Ice Armor Ice Armor
Surround yourself in a barrier of ice that reduces damage from melee attacks by 12%. Melee attackers are either Chilled or Frozen for 3 seconds. Lasts 10 minutes.
Crystallize
Whenever the Wizard is struck by a melee attack, their Armor is increased by 20% for 30 seconds. This effect stacks up to 3 times

Used to grant the damage reduction buff from Halo of Arlyse ring and automatic procing Cold Damage from Ice Novas
Meteor Meteor
Summon an immense Meteor that plummets from the sky, crashing into enemies for 740% damage as Fire. The ground it hits is scorched with molten fire that deals 235% damage as Fire over 3 seconds
Star Pact
Damage type changes to Arcane. In addition to 40 Arcane Power required for the cast, also expends all remaining Arcane Power, increasing the impact weapon damage by additional 20% damage as Arcane for every point of extra Arcane Power consumed

Core ability of this build. Meteors are going to be cast both manually by you and while Channeling differnet skills thanks to Etched Sigil
Magic Missile Magic Missile
Launch a missile of magic energy, dealing 230% damage as Arcane.
Conflagrate
Changes damage type to Fire, missiles pierce through enemies, and burn them for 130% damage as Fire over 3 seconds instead of dealing instant damage on impact. This effect stacks up to 3 times, being renewed on each application

Use only if you need Fire stacks for Tal Rasha buff
Ray of Frost Ray of Frost

Project a beam of frozen ice that blasts enemies within 5 yards of the first enemy hit for 430% damage as Cold and Slows their movement by 60% for 3 seconds.

Ray of Frost damage is increased by 405% damage every second, up to a maximum total of 1240% damage as Cold

Cold Blood
Arcane Power cost is reduced to 11 per tick

Used as the Cold-type attack to grant Tal's stacks
Passive Skills
Illusionist Illusionist
Upon taking 15% or more of maximum Life in damage over 1 second resets the cooldowns of Teleport, Slow Time and Mirror Image. Using either of these abilities also increases the movement speed by 30% for 3 seconds. This effect will also be triggered if the damage has been absorbed by any of the Wizard's abilities
Astral Presence Astral Presence
The Wizard increases their maximum Arcane Power by 20. In addition, their innate Arcane Power regeneration increases by 2.5 per second
Arcane Dynamo Arcane Dynamo

Upon casting any Signature spell, gain one charge of Flash of Insight. After 5 Flashes of Insight, the next non-Signature damaging spell deals 60% additional damage. Channeled spells count as single cast if not interrupted. 

Audacity Audacity
All damage done to enemies within 15 yards is increased by 30%


All Legendary and Set items can be quickly obtained through Item Farming and Multiboxing services. Multiboxing refers to a process where a single player(Booster) is controlling three characters simultaneously and hands over the loot to the 4th party member(Leecher).
