It's the BIS item for basically any Attribute stacking build currently. Defiance of Destiny can drop anywhere, but it's a rare item, making it very expensive.

It is a rare item that can drop anywhere.

One can also get rid of the debilitating mod via the Vaal Cultivation Orb, and improve it further instead. It may even roll modifiers that scale up Spell Damage with Mana, making it popular with all builds that tend to accumulate this resource alongside Life. The most expensive copies have two Mana mods Cultivated. It's a global drop, and cannot be Chanced.

It can only drop from the Vessel of Kulemak, which is an Abyss Boss at the bottom of the Well.

Bursting Decay can be classified as one of the most powerful Rings for a very specific set of builds, these being Attack builds with high character Life and Life recovery. It suits Titans with the Mysterious Lineage passive and Melee Attacks such as Boneshatter or Hammer of Gods. It's a very effective way to obtain flat Physical Damage, which is helpful if you're restricted by a weapon that just does not have that. It drops only from The Pale Angel at a Corrupted Nexus, which is the main factor driving its price up.
