The Raging Spirits is a Skill that reserves Spirit. While active, it summons the Raging Spirits when you Hit Enemies with any Fire Skills. The Raging Spirits are aggressive, temporary Minions that attack nearby Enemies, dealing mostly Fire Damage. You can have a maximum of 10 Spirits summoned at once. They are easy to summon, but their base duration is quite low, as it is only 4 seconds. With some bonuses to Duration and a fast Hitting Spell, such as Solar Orb, you will be able to have a permanent army of 10 Minions.
You will also want to use several Skeleton Minions too. The Skeletal Sniper is especially useful, as it can create Poisonous Gas clouds that can be detonated by Igniting an Enemy standing in the cloud. The Skeletal Warriors are simply creatures that deal a moderate amount of Damage, but their primary role is to take the attention of nearby Enemies. You will be also using them as a target for your Pain Offering, which massively boosts the Damage and Speed of all other Minions in the radius.
The best Ascendency for this Skill is the Infernalist. It features many bonuses for Fire and Minion Spells. Thanks to this Ascendency you will be able to summon a Infernal Hound to help with your Damage output. It also absorbs 20% of the Damage you would take, making a great balance for offense and defense.

It is a very active Summoner Build. Most of your Damage will be caused by your Minions, but to Summon them you will need to use Fire Skills. You will also probably implement Skeletal Minions to help with Single-target Damage, and use Curses and Exposure to lower the Fire Resistance of your Enemies.

Active Skills |
Raging Spirits - while active, your Fire Spells will also summon Raging Spirits, which are short-lived flaming skulls that rush at nearby enemies and rapidly Attack them. Reserves Spirit. |
Solar Orb - creates a stationary fiery Orb that periodically releases an explosion dealing Fire Damage. Casting this skill again will replace the previous Orb. |
Utility Skills |
Flammability - Curses all targets in an area after a short delay, lowering their Fire Resistance. |
Pain Offering - Impales a Skeleton on a bone spike to empower nearby Minions into a frenzy as long as the spike remains, causing them to use skills more quickly. |
Skeletal Sniper - Summons long-ranged, Reviving Skeletal Snipers that can fire a gas arrow on command. The cloud will detonate if an Ignited enemy touches it, creating a fiery explosion. |
You will use Spells, but your Damage is mostly dealt by Minions. You should aim for Items that improve your Minions or Allies in your presence, increase Fire or Minions Gem Levels, and provide as much maximum Life and Resistance as possible.
