Kinetic Fusillade is a Wand Attack that works differently from all other Attacks in the game. The Attack doesn't shoot instantly, but creates a hovering Projectile above the character. It stores up to 12 Projectiles to release them after a delay, which you want ot reduce to fire these Projectiles sooner. With enough "less" and "reduced" Skill Effect Duration modifiers, you can continue to fire Projectiles with such a short delay that the Attack rate won't be able to keep up with it, despite being high. Meaning, you can hold the attack button with no regard to the skill's limitation. Reduced Skill Effect Duration also causes the Projectiles to fire quicker; they are forced to go one by one, which takes time. By having too much Attack Speed, this build will deal less damage, but that's explained in detail in the gearing section.
The damage is sourced from a Wand. The Wand must have a very specific mod that adds Lightning Damage to Attacks per intelligence. Now, by stacking Intelligence, we will improve survivability via the inherent ES bonus, as well as damage. KF, like most Wand Attacks, can benefit from modifiers to Spell Damage, so there are more opportunities to increase it. Then, there's Elemental Penetration and reducing enemies' Lightning Resistance, which we obtain mostly from Exposure and Mastermind of Discord. Lightning Damage can Shock, which increases damage taken; its effect is increased with Shaper of Storms. Intimidate debuff works similarly. It's also easy to reach 100% Critical Strike Chance with over 300% Crit Multiplier. As an Elementalist with Liege of Primordial, we can summon four Golems for semi-permanent buffs of various types. There's Rage, too. All of this results in very high damage.
It's a CI build; with so much Intelligence, it's a very reasonable route. It is then possible to reach around 10k of Energy Shield that is replenished very fast with Leech, boosted by Ghost Reaver. Block Chance is a must-have in a build of that type, and it's possible to reach the 75% cap by making some compromises. The recovery can be improved with a Shield that Recovers ES on Block, which would be one of the biggest upgrades for survivability. You're Shock-immune. It's fragile against big Physical Hits and Damage over Time, while there's nothing to Leech from.
1. Gameplay
Kinetic Fusillade will do all the damage. You can press and hold the button once the Duration is fixed. For a movement ability, select Lightning Warp. For a Curse, choose Assassin's Mark, automated. Your passive skills are Wrath, Precision, and Tempest Shield. Tornado, linked to Spellslinger, will be triggered automatically. Your Golems are Flame, Ice, Stone, and Lightning ones.

3. Leveling tips
We have a great start build of a similar type - Kinetic Blast of Clustering Necromancer. Necromancer is better at the start with its free Block Chance from Offering Skills, and it's much easier to scale up the damage simply by consuming corpses. Switch into this one once you can afford the very expensive gear, at around level 90 or so.
Bandits:
An additional Passive Skill Point seems like the best option for this build, but Alira will be better at the start, especially as your Suffixes are designated for Attributes as well as Resistances.

5. Gear Setup
The most important part of gearing up is balancing out your Attack Speed with Duration. You can easily interrupt your ongoing barrage if you start firing again too quickly, but reducing Skill Effect Duration shortens the window of time to commit this blunder. It also depends on the Number of Projectiles. For us, it's 7 Projectiles per attack with 0.08 Duration multiplier, and so we can't go over 12 APS (it's actually hard to go over that limit, unless you fire more Projectiles, have fewer sources of Reduced Duration, or wear a Mageblood). Above all, try to accumulate a lot of Intelligence, since we plan to wield a Wand with Damage tied to this Attribute, be it via Shaper's Prefix or Synthesised Implicit. Reductions to Duration are sourced mostly from Uniques and the Skill Tree. Remember that you're a CI build with Ghost Reaver and Zealot's Oath. You can benefit from Life Regeneration and Life Leech, but not from Maximum Life nor Recharge. You won't need any additional Accuracy. Gathering enough Attributes and Resistances can be a hurdle.
