The Flicker Strike is an iconic Melee Skill that teleports you to your target to deal a swift Strike. In Path of Exile 2, it can only be used with Quarterstaff. It is not limited by Cooldowns, but consuming Power Charges causes 3 additional Attacks per Charge, with greatly boosted Attack Speed. As the base Attack Speed is quite slow, using this Skill without the Charges can be underwhelming, but not impossible.
There are two main ways to generate Power Charges. Most of the time you will be using the Killing Palm, which performs a dash to your Enemy and Culls them. Each Enemy Culled this way grants you a Power Charge. Alternatively, you will be using the Siphoning Strike, which also dashes you to the targeted Enemy, but this time it consumes a Shock to generate a Power Charge and release a Lightning Nova. This allows you to generate Power Charges when fighting powerful Enemies.
To Shock your Enemies you can use the Falling Thunder and Tempest Bell. The Falling Thunder is a simple Slam that converts a portion of your Physical Damage into Lightning Damage, allowing you to easily Shock your Enemies. The Tempest Bell is a Combo Skill that releases Shockwaves. When inflicted with an Ailment, the Shockwaves will deal extra Damage of the corresponding Element, further contributing to the Shock on your Enemy.
The Invoker is the master of Elemental Attacks. It grants you 10% of your Damage as Extra Cold and Lightning Damage, as well as creates Shocking Ground, which eases building up Power Charges. As you inflict Ailments on your Enemies you will build up stacks that allow you to trigger the Unbound Avatar, which massively boosts your Damage for a short moment.

For Clearing you will be using mostly Flicker Strike, and finish up Enemies with Killing Palm to quickly generate Power Charges. Obtaining those Charges against Bosses requires much more effort, as you will need to first Shock your opponent and consume it with the Siphoning Strike. Ideally, you should accumulate all your Charges, inflict powerful Shock, and enable Unbound Avatar before using the Flicker Strike to deal an insane amount of burst Damage.

Tempest Bell - create a Bell that can be Hit by your Skills, creating a damaging shockwave. Elemental Ailments applied to the Bell cause its shockwaves to deal extra damage of the corresponding type. |
Voltaic Mark - Marks a target, making them more susceptible to being Shocked. |
A good Quarterstaff is essential for this Build. You should prioritize Damage over Speed to ensure your Flicker Strike is strong enough to kill weaker Enemies in one Hit, although you will still need Attack Speed to make combos smoother. You will engage enemies in close quarters, so the defensive aspect is very important. You should ensure to cap your Elemental Resistance, get high amounts of maximum Life, and aim for high Armour and Evasion Rating.
