Affix levels are calculated from your equipped gear, Affix Gems, and the Victory Wine bonus, so you should build your gear around the thresholds you want to reach before choosing your drink.

For this Shadowstrix setup, Fervor, Valor and Seamless are the main Affixes to prioritize. Fervor is particularly valuable for Dual Blades because it improves attack speed and combo generation, directly supporting the high-frequency attacks this build relies on. Seamless improves skill transitions and combo flow, while Valor provides a general offensive increase. 

Recommended Affixes:

• Fervor – reach Level 5 first. This should be one of your primary targets because the build relies heavily on maintaining a fast attack rhythm and building pressure through repeated attacks.
• Valor – aim for Level 5. Use your gear and Wine together to reach the important breakpoint rather than wasting Wine points pushing an already-high Affix further.
• Seamless – use remaining points here. It improves the flow between your abilities and helps the build feel considerably smoother during extended combat.
• Wrath / Burst – optional alternatives. These can be used if your gear already reaches the desired Fervor and Valor thresholds, but they should not come at the cost of missing your primary breakpoints.

A practical starting point is to use the Wine to complete Fervor 5 + Valor 5 if your gear leaves both Affixes one level short. If your equipment already provides those breakpoints, move the Wine points into Seamless instead.

The exact distribution should therefore depend on your current gear. Do not blindly select eight random offensive points, check your total Affix levels before drinking the Wine and use it to activate as many important breakpoints as possible. This is generally more valuable than simply increasing one Affix beyond the threshold you actually need.
